I nspecciones International
Aruba, N.V. undertake to offer the following cargo expediting services,
in Aruba, Netherlands Antilles, and Venezuela. Other locations may be covered
by delegation.
These professional and exclusive services to our client will include,
- Vetting services per our
pre-arrival questionnaire (attached), and, if necessary, verification
with Tokyo Mou or Paris Mou. The questionnaire will be sent to the
vessel via the charterer or vessel’s agent. Our client will be informed
of vessel’s status, upon receipt of the answers to the questionnaire.
- Vessel evaluation upon
arrival. (form attached). This is an abbreviated condition survey of
vessel’s general condition and cargo capabilities. A physical Vetting
inspection may be carried out, (performed by Capt. Stewart Dowse), if
warranted.
- ISPS Certificate.
Verification that the vessel carries the required ISPS certificate, and
complies with the regulations stated therein.
- Sampling and analysis of
shore tank(s), prior to loading / discharge. Witnessing shore tank
gauging, before and after cargo operation, plus calculation of Bill of
Lading Figure (loading), and Outturn Quantity (discharge).
- Vessel’s tank inspection
(prior to loading), OBQ report, calculation of Vessel’s Experience
Factor (V.E.F.). After a discharge, vessel’s tank inspection and
calculation of R.O.B.
- Prior to discharge,
calculation of cargo quantity on board, and comparison to stated Bill of
Lading figure.
- After loading,
calculation of cargo quantity on board, and calculation of Bill of
Lading quantity, per shore tank measurements.
- If ship’s quantity,
after applying the V.E.F., differs from B/L figure, by more than +/- 0.3
%, a Letter of Discrepancy or a Letter of Protest (if reason is known),
will be issued either to the vessel or the terminal, on behalf of our
client.
- During the loading /
discharge operation, an open line of communication with our client will
be maintained, by mobile telephone or e-mail, giving a constant update
on the cargo operation.
- Supervision of
independent inspector’s role in the cargo operation, plus an evaluation
of his / her experience and performance (submitted only to our client).
- Evaluation of ship’s
agent and his performance whilst attending the vessel in port.Delays in
issuing documentation will be reported, as will other anomalies.
We wish to emphasize that
the expediting services offered by Inspecciones International Aruba, N.V.,
are carried out by experts under the direction of Capt. Stewart Dowse,
whose experience is well known in the petroleum industry.

Our
tariff for the above mentioned services is as follows :-
Basic fee of $ 550.00 (Five Hundred and Fifty Dollars U.S.) per day, on site
in Aruba or Puerto la Cruz, Jose, Venezuela, and portal to portal in other
locations.
Plus transportation, hotel, communications at cost, per receipts submitted.
We look forward to your revision and acceptance of these exclusive services
to your company, which are offered in accordance with the normal practices
of the industry, and established recommendations of the A.P.I.
